A Navy RDC set his watch to count down 15 minutes to time us on our rack making. And within the first 30 seconds he said 5 minutes have passed. The time goes be really fast at first then slows down. around the end of time 30 seconds will last for minutes. What type of timer is this?

I recall during our 3rd phase of boot at Parris Island, our DI stating, "Recruits, this morning I am going to eat morning chow with you, but, when I'm done your done".
He took a spot in line at the end of the platoon in the chow line. When everyone was seated, he sat down with his tray. He gave the command "Ready... Eat!" The then took the one and only item off his tray... A very small glass of orange juice and downed it in one gulp, stood up and barked "1098! Your done! Get outside!"
Oh, the good old days...
Learned a lesson within the first days of boot camp.... Don't bother with a fork or knife.... You won't have time to use them. Just grab a spoon, and when the command was given... Start shoveling.....
